Senior housing complex of 136 apartments

National CORE, in partnership with San Diego Community Housing Corporation (SDCHC) is proposing a new affordable housing community for lower-income seniors, ages 55 and better, in the City of Escondido. Valley Creek Apartments will be a beautiful 136-apartment community, built on San Diego County-owned land.

Valley Creek Apartments will be 100% affordable to residents earning between 30% to 60% of San Diego’s area median income. Up to 14 apartments will be set aside as Permanent Supportive Housing with comprehensive services provided by the Veterans Affairs Supportive Housing program for senior veterans who were homeless or were at risk of becoming homeless.

Building Design

Valley Creek Apartments will consist of two buildings, each five stories tall, which are strategically positioned and developed to complement the surrounding area.

Sustainability

National CORE and SDCHC are nationally recognized innovators in building environmentally friendly, state-of-the-art communities with LEED for Homes certifications. Both companies are committed to creating a development that meets the highest levels of sustainability and green design.

Construction

National CORE serves as developer, general contractor, owner and operator – a mix of roles that assures quality building by directly managing construction and using durable materials that support long-term ownership and operation.

Financing

National CORE and SDCHC have expertise in assembling financing using tax credits and state, county and local resources to accomplish the type of building the city desires.

Property Management

National CORE will provide onsite property management and maintenance with the purpose of assuring a quality building for the long term.

Resident Services

The Hope through Housing Foundation, which works with National CORE, will provide an array of comprehensive services to help residents maintain housing stability, including support for mental, physical and behavioral health, employment development and social connectedness.

Homeless Housing

At Valley Creek Apartments, up to 14 apartments will be set aside for senior veterans who were homeless or were at risk of becoming homeless. The Escondido Veterans Affairs (VA) Clinic is located just down the street from the development site. The VA supports veteran senior housing integrated within the total development.

Community Engagement

National CORE and SDCHC will work closely with community members and Escondido City leaders on input to the site/development. Outreach will continue throughout the development process.

How many apartment homes are available?

​Valley Creek Apartments will provide 134 beautiful homes, with a mix of studios, one-bedroom and two-bedroom apartments. Two apartments will be available for onsite community managers.

Will any of the apartment homes be set-aside for homeless seniors?

​Yes, up to 14 apartments will be set aside for senior veterans ages 55 and better who were homeless or were at risk of experiencing homelessness.

How do you qualify for the apartment homes?

Individuals who are ages 55 or better must meet income requirements for low and very low housing assistance (subject to change based on funding requirements). Formerly homeless senior veterans who wish to apply for permanent supportive housing may need to meet additional homeless requirements as established by the VA.

What are the rent ranges and income restrictions for the new community?

The rent ranges and income restrictions will be determined based on regulations set forth by the City of Escondido and/or other public agencies. The average affordability for the community is expected to be between 30% and 60% of the area median income (AMI).

When will the application process begin?

Construction is expected to begin in May 2026 and with for occupancy available in 2028.
