Villa Serena Phase II will offer 63 beautiful apartment homes for residents earning at or below 60% of the area median income. The 1,933-square-foot affordable housing community will reserve five homes for No Place Like Home program residents, who are in need of mental health services and are experiencing homelessness or are at risk of becoming homeless.

Developed in partnership with the City of San Marcos, Villa Serena Phase II will offer 12 one-bedroom, 30 two-bedroom and 21 three-bedroom apartment homes in addition to a manager’s unit. The goal of Villa Serena Phase II is to provide safe, affordable and livable housing that is compatible with the surrounding neighborhood.

National CORE is committed to creating sustainable and resource-efficient communities. Solar panels will provide energy for heating and cooling in this all-electric development. Villa Serena Phase II is expected to qualify for LEED for Homes Silver Certification or better.

The Hope through Housing Foundation will offer onsite services to residents, focusing on helping children and teens achieve success, improving families’ financial well-being and promoting health and wellness for residents of all ages. County of San Diego Behavioral Health Services will team with property management to ensure all Housing First, Harm Reduction and Trauma Informed Care principles are in place to empower residents and their ability to live independently.

Anticipated Completion Date: Spring 2026

The application and eligibility process will commence approximately four months prior to the completion of construction. Applications will not be taken and no names or other information will be collected for any waitlist or qualification process until the leasing process commences.

Services will include care coordination, mental, physical and behavioral health services, employment development and programs focused on social connectedness.
