Formerly an area characterized by dilapidated buildings and high crime, Villa Serena Apartments, then known as the Lido-Imperial Apartments, now has a fresh look. The $12 million Affordable Housing Project includes improvements such as new roofs, architectural design treatments, new paint, new windows and sliding glass doors, upgraded electrical and fire systems, new appliances, new A/C units, refurbished balconies, new landscaping, new carpets, new flooring, new window coverings, new plumbing fixtures, refurbishing the pool and pool deck, newly installed playground equipment, basketball court, barbecue areas, and new laundry facilities.

In addition, a Community Room and a separate Learning Center complete with new computers were added. Currently the Palo Alto Adult School conducts on-site English as a Second Language (ESL) classes for the entire Community and the Learning Center was named after the late Councilman Vince Andrade.

In the high-priced housing market of San Diego County, Villa Serena Apartments is a welcome alternative to households earning less than the median household income. Seventeen percent of the Units at Villa Serena are reserved for households earning 35% of San Diego County`s median income (AMI), 33% are at 45% of AMI, 10% are at 50% AMI, and 40% are at 60% AMI.
