Coast Villas, a new affordable housing community co‑developed by National CORE and the San Diego Community Housing Corporation (SDCHC), will serve Oceanside seniors in need, including veterans and individuals with mental health needs.
National CORE and SDCHC joined elected officials and community partners on May 12 to break ground on the development, located within walking distance of the historic Oceanside Municipal Pier and Buccaneer Beach.
“Coast Villas will be a transformative community for Oceanside – providing much-needed affordable housing options for the city’s aging population,” National CORE Vice President John Seymour said. “It’s inspiring to once again partner with the City of Oceanside and SDCHC. We couldn’t ask for better partners while working on a development of such profound importance.”
Coast Villas will offer 56 affordable apartment homes to seniors, ages 55 or better, who earn between 30% and 50% of the area median income (AMI). Coast Villas will reserve 15 apartments for veterans who have faced homelessness, including 12 for individuals with serious mental illness.

“Oceanside is proud of our continuing partnership with National CORE and San Diego Community Housing Corporation, bringing more quality, sustainable affordable housing for our residents,” Mayor Esther Sanchez said. “These 55 affordable units for seniors, 15 addressing veterans experiencing homelessness, are meeting the needs of our fastest growing community facing housing challenges. These homes are 100% affordable, with income requirements at 30% and 50% of the Area Median Income. The City of Oceanside is dedicated to fighting homelessness and this new community will be critical to our cause to help so many.”
San Diego County District 5 Supervisor Jim Desmond praised National CORE and SDCHC for focusing on providing hope and dignity to those in need.
“Coast Villas represents exactly the kind of thoughtful, impactful housing our community needs,” Desmond said. “I’m proud to partner with National CORE and San Diego Community Housing Corporation to deliver a development that strengthens Oceanside and helps ensure our County remains a place where seniors and Veterans can age with dignity and support.”
Efforts like Coast Villas to combat homelessness are gaining ground in Oceanside, with the total number of individuals experiencing homelessness dropping from 10,605 in 2024 to 9,908, according to the City of San Diego. However, senior homelessness has jumped 5% in the last year and now accounts for a full third of the area’s homeless population. While overall homeless veteran rates have also dropped steadily, they still account for 6% of the total homeless population.
San Diego County residents also need to earn $48 an hour – 2.8 times the state minimum wage – to afford median rental prices, according to the California Housing Partnership.
Coast Villas, a sleekly designed four-story community with an elevator for ease of access, will place a strong emphasis on sustainability. The all-electric development will feature drought-tolerant landscaping, low-flow plumbing fixtures, rooftop solar panels and high-efficiency lighting, HVAC and appliances.
“The county is fully committed to increasing affordable housing throughout our region. Coast Villas is an excellent example of the great work we can accomplish when public and private partnerships set out to do good,” said David Estrella, San Diego County director of housing and community development services. “Coast Villas will make a positive difference in the lives of some of the most vulnerable San Diegans.”
The Hope through Housing Foundation along with the U.S. Department of Veterans Affairs will provide onsite services to help residents maintain housing stability.
Coast Villas will receive financial support from the City of Oceanside, Oceanside Housing Authority, the County of San Diego, Hudson Housing Capital, Capital One and the California Community Reinvestment Corporation.
“The cause of housing our elders is so urgent and unrelenting and I am proud to lock arms with all allies doing the work,” Oceanside Deputy Mayor Eric Joyce said. “National CORE has been a reliable partner with our city because we share a vision of an Oceanside and greater world where all our elders live in safe and stable housing. Today marks another landmark day in our shared journey and I’m proud to be a part of it.”
