Amanda Villas will provide Cudahy’s low-income seniors with a unique blend of high-quality affordable housing paired with a state-of-the-art health center that will deliver medical, dental and behavioral health services to residents of the development and their neighbors in the community.

Co-developers National CORE and Prima Development joined city officials, elected leaders, partners and community members to celebrate the launch of construction on September 24th for the new 140-apartment property, which is anticipated to be completed in 2028.

“Amanda Villas is a vision for healthier, more connected communities,” said Kevin Chin, National CORE’s vice president of project development. “By pairing high-quality apartment homes with accessible medical services, National CORE is helping bridge the gap between housing stability and overall well-being.”

Cudahy, one of the most densely populated communities in California, reports a poverty rate more than double that of the state with 88% of residents renting their homes. Each year, more seniors fall into poverty. As a result, Amanda Villas is designed to serve seniors earning under 50% of the area median income, a lower threshold than many affordable housing communities. Sixty-nine apartments are set aside as permanent supportive housing for residents who have faced homelessness.

Prima Development President Fernando Vazquez, who grew up in the city, said those needs are driving his push to create a community that emphasizes access to health services.

“Amanda Villas will become the first community on the West Coast to integrate affordable housing with critically needed health and welfare resources,” Vasquez said. “This model responds to the urgent housing needs of the area and builds long-term stability by creating opportunities for education, employment and growth. Most importantly, it ensures that residents can age in place with dignity.”

This new community will put residents at the heart of essential neighborhood resources. Seniors will enjoy convenient access to grocery stores, affordable health clinics, the Clara Street Senior Center and nearby parks. Metro bus lines will connect residents to surrounding cities and regional destinations.

“Amanda Villas will be a hub for health and wellness in the community,” Cudahy Mayor Elizabeth Alcantar said. “By providing seniors with safe, affordable housing and a state-of-the-art medical, dental and behavioral health center accessible to both residents and neighbors, this ensures our community can thrive.”

The development is funded by local, state and federal partners, including the City of Cudahy, Bank of America, Citibank, the California Department of Housing and Community Development, U.S. Department of Housing and Urban Development and the Los Angeles County Development Authority (LACDA).

“The vision for the Amanda Villas development is one that puts the needs and well-being of our low-income seniors – the heart of our community – at the forefront,” LACDA Executive Director Emilio Salas said. “The LACDA is privileged to partner with National CORE to provide much-needed housing, and we appreciate the commitment that will see the development serve as a neighborhood hub, expanding services to other members of the community in need.”

To ensure residents have the support they need to thrive, the Hope through Housing Foundation will provide resident services that strengthen the entire community and coordinate intensive services from expert social service providers, including the Los Angeles Centers for Alcohol and Drug Abuse (L.A. CADA).
