They don’t build the buildings or run the programs – but without National CORE’s compliance department, none of them could succeed.

As affordable housing regulations become increasingly complex – especially those tied to public funding – the role of compliance has never been more important. This dedicated team ensures every property we develop and manage meets the highest standards, so families stay housed, seniors have peace of mind, and new developments move forward without costly delays.

From tracking income certifications and reviewing files to staying ahead of regulatory changes and helping departments meet critical deadlines, the compliance department keeps CORE in good standing with our partners, our funders and the people we serve.

“We’re here to make sure compliance feels manageable, not overwhelming,” said Julie Johnson, director of compliance. “We take pride in keeping programs on track so other departments can stay focused on the work that drives our mission forward.”

Julie, who joined National CORE in 2003, is known across the organization for her calm leadership, collaborative spirit and deep knowledge of affordable housing regulations. Under her guidance, the department has grown from a team of four to 18 professionals – including team members who’ve come from other departments and bring a strong cross-functional understanding.

That integration has strengthened how compliance works across National CORE – not just as a checkpoint, but as a collaborative partner to property management, resident services, development and finance.

“Julie brings compassion and integrity to every project,” said Bobbie Barnett, vice president of asset management and compliance. “Her openness and excellence make her the perfect collaborator.”

The impact of her leadership is felt daily by her team.

“Julie demonstrates spirit and enthusiasm through her positive attitude, contagious energy and sincere desire to help others grow,” said Rebecca Norman, compliance manager.

“She is the heart of our team,” Compliance Specialist Nidia Antuna added. “A true source of encouragement and inspiration.”

At National CORE, compliance is more than paperwork – it’s protection. It ensures our mission is secure, our residents are supported and our communities remain strong for decades to come.
