Set beside a majestic 100-year-old oak tree, National CORE’s Oak View Ranch community delivers 119 apartments as the first phase of a 200-home multigenerational community, anchored by a transformative Boys & Girls Club that will serve youths throughout the neighborhood.
Partners, city, county and company leaders gathered Oct. 1 to celebrate the opening of the first phase of the 200-home community as well as a groundbreaking for construction of the second phase.
“Murrieta is dedicated to providing residents with safe, stable and affordable living options,” Murrieta City Manager Justin Clifton said. “Our commitment to being ‘connected by community’ is not just something we say; it’s a guiding principle. Oak View Ranch is more than a roof over families’ heads; it’s a vital foundation to flourish and grow. Together, we are creating an environment where everyone can thrive.”
Oak View Ranch Family – phase one of the development – completed construction in August on 119 luxury-style homes for families earning between 30% and 60% of the area median income (AMI). It includes 13 mobility-accessible apartments and three hearing-accessible apartments. Amenities include a swimming pool, children’s play area, half-basketball court, a space for the Boys & Girls Club of Southwest County and community rooms.
Oak View Ranch Senior – phase two – will deliver 81 apartment homes for residents ages 62 or better who earn between 30% and 60% of the AMI. The senior community, to be completed by early 2027, will feature pedestrian paseos that integrate the development into the downtown area for easy walking.
The two communities will join together at a community garden beneath the oak tree, which was preserved by National CORE.

Oak View Ranch was developed to fit seamlessly into the surrounding neighborhood – blending into the downtown area’s pedestrian-oriented environments and close-knit character while also showcasing revitalization efforts.
National CORE Chief Development Officer Alexa Washburn said the development delivers on National CORE’s pledge to create high-quality housing and generate lasting benefits for the broader community.
“Oak View Ranch exemplifies our commitment to our residents and our city partners in every possible way – from the beautiful building design to the rich array of amenities, from the community-focused services to our preservation of this magnificent oak tree,” Washburn said. “We thank the City of Murrieta for welcoming us with open arms and supporting us throughout this development.”
Oak View Ranch also will help combat Riverside County’s housing crisis.
In the county, four out of five extremely low-income households pay more than half of their income for housing costs compared with 7% of moderate-income households, according to a 2024 California Housing Partnership report. Renters need to earn $37 per hour – more than twice the state minimum wage – to afford the average monthly rent of $1,920.
“Riverside County shares National CORE’s commitment to expanding affordable housing in one of California’s fastest-growing regions,” Riverside County Third District Supervisor Chuck Washington said. “With dedicated units for seniors and working families and an onsite partnership with the Boys & Girls Club of Southwest County, the Oak View Ranch community will provide Third District residents with a strong foundation for stability and success.”
Carly Bennet-Valle, CEO and CFO of the Boys & Girls Club of Southwest County, said her organization’s mission is to help all youth realize their full potential as successful, responsible and impactful members of the community. The new location will serve not only residents of Oak View Ranch, but youths throughout the broader community.
“We’re proud to partner with National CORE in a shared mission to uplift communities through meaningful support and youth development programs,” Bennet-Valle said. “Our dedicated space on the property will serve as a launchpad for brighter futures and opportunity for the young people of Murrieta.”
Oak View Ranch Family Apartments received financial support from Bank of America, the Murrieta Housing Authority and the County of Riverside, while Oak View Ranch Senior Apartments received financial support from Bank of America, the County of Riverside, the Murrieta Housing Authority and Rauch Family Foundation Grant.
“As Murrieta and surrounding towns continue to grow, it is important to preserve housing affordability for working families and for seniors. These two new Oak View Ranch communities do just that, and Bank of America was glad to work with longtime developer partner National CORE to provide significant construction financing and equity for these important efforts,” said Cathy Paredes, Bank of America market executive. “This public-private effort with city, county and nonprofit service providers will have a positive impact for residents and community members alike.”
Hope through Housing Foundation Executive Director Alyssa Cotter said Oak View Ranch residents will receive a full program of onsite services to connect them to their community, meet their basic needs and help maintain physical and mental health.
“Oak View Ranch delivers on a promise to the residents we serve,” Cotter said. “We will support all the community’s residents, boosting academic success, strengthening their finances, helping them pursue careers and improving their health and wellness.”
