National CORE, Linc Housing, the City of Glendale and their partners on Tuesday celebrated the grand opening of Pioneer Village, a 340-apartment affordable housing community for families and seniors.
Built over three and a half years, Pioneer Village is the largest construction development undertaken by National CORE, Linc Housing and the city. It spans three five-story buildings on 2.8 acres near the 210 Freeway.
Pioneer Village offers 92 homes for low-income seniors ages 62 and older, 245 homes for families and three apartments for property staff. Homes are affordable for households earning between 30% and 80% of the area median income.
The buildings are arranged around courtyards and open spaces connected by bridges, with a pedestrian paseo linking the property to nearby Fremont Park. Amenities include more than 5,800 square feet of indoor community space with community rooms, kitchens, computer labs and a gym. Residents enjoy playgrounds, community gardens, outdoor courtyards with barbecue and picnic areas, rooftop decks and a walking path.
“Pioneer Village shows why we need to build at a larger scale,” said Michael Ruane, president of National CORE.
“Bringing 340 homes online through one coordinated development allows us to use land, infrastructure and financing more efficiently, so limited resources can help house more people. Opening the doors is only the beginning. Affordable housing works best when it gives people a chance to build community, know their neighbors, connect to services and feel that they belong. This is not just a collection of apartments but a community where families and seniors can put down roots.”
More than 7,500 unique applications were submitted for the new apartments.
Pioneer Village is designed to meet LEED Gold standards from the U.S. Green Building Council. Each home includes air conditioning, electric heating, a patio or balcony, dishwasher, microwave, garbage disposal and all-electric appliances. The community includes 342 parking spaces in a two-level subterranean garage, including 35 electric-vehicle-ready stalls.
Resident services are provided by Linc Housing’s Resident Services team. Programs include nutrition classes, exercise classes, social activities and supportive services designed to promote health, wellness, connection and access to resources.
“More than 50 years ago, families lived on this land, and today housing has returned, bringing the opportunity for seniors and families to put down roots in Glendale and build their lives with greater stability,” said Suny Lay Chang, president and COO of Linc Housing. “That is the heart of Linc’s work: creating homes where people feel secure, connected and part of a community. Pioneer Village took extraordinary partnership among the City of Glendale, the Glendale Housing Authority, CalHFA, Bank of America and National CORE. We are deeply grateful to see that shared commitment become a place people can now call home.”
HavenCORE, National CORE’s property management division, will manage the new community.
