The Villa Plumosa workforce housing development offers quality apartments, community center, and affordable rents to families and individuals.
YORBA LINDA, Calif. – On Monday, January 25 at 10 a.m., City of Yorba Linda officials and nonprofit developer National CORE® (National CORE) will host the grand opening celebration of the Villa Plumosa workforce housing development located at 4672 Plumosa Drive in Yorba Linda. Mayor Pro Tem Nancy Rikel and Council Members Jan Horton and Mark Schwing are expected to attend. In addition, Congressman Gary Miller will be honored by National CORE for his support of building healthy communities.
The spacious two and three-bedroom apartments are available to households earning 30%–60% of the Area Median Income (AMI) for Orange County which is currently $93,000 for a family of four. Households meeting the income and other requirements can enjoy rents ranging from $569–$1,357.
Villa Plumosa, formerly the Linda Garden Apartments, was acquired by National CORE in May 2006. The apartments were in poor condition and had suffered years of deferred maintenance. In January 2008 National CORE, in partnership with the City of Yorba Linda, began a comprehensive renovation of the property with included new roofs, paint, windows, doors, plumbing fixtures, cabinets, flooring, window coverings, and carpet on all 19 of the existing buildings. In addition, a new building containing four more apartments, community center, and leasing office was constructed. The pool was refurbished and a new tot lot installed. National CORE is under agreement with the City of Yorba Linda to maintain and manage the newly refurbished apartments to a high standard. National CORE currently has more than 8,000 workforce housing units under ownership and management across the country including the
Arbor Villas apartments directly across the street from Villa Plumosa. Arbor Villas is a 100% affordable 67-unit complex that has been under ownership by National CORE since 1997.
The 5,000 square foot community center is a centerpiece of the development. The community center houses afterschool programs provided by Hope Through Housing in partnership with the Yorba Linda-Placentia YMCA. Yorba Linda youth in the Villa Plumosa apartment neighborhood receive quality social and educational programs that support academic learning, develop character, and promote personal creativity and positive self-expression. All programs are free to neighborhood residents and are delivered in partnership with the YMCA Yorba Linda-Placentia.
The total project cost including acquiring the property and renovations was approximately $29.3 million. The City of Yorba Linda Redevelopment Agency invested $12.2 million of the project cost with the rest coming from private sources such as the Federal Home Loan Bank Affordable Housing Program, Low Income Housing Tax Credits, and a loan from JP Morgan Chase.
In addition to the grand opening ceremony, National Core will honor Congressman Gary Miller for his commitment to America’s communities. Congressman Miller’s longstanding support of building healthy and balanced communities throughout our nation is well known. Congressman Miller was instrumental in furthering the cause to go beyond building affordable housing for lower income families but also provide instrumental academic programs for the children in these communities.
