Oceanside, Calif. – Greenbrier Village, a new affordable housing community developed by National CORE and the San Diego Community Housing Corporation (SDCHC), delivers 60 beautiful apartment homes and a rich array of resident services for individuals and families struggling to find stable housing.

Conveniently located along Greenbrier Drive, less than half a mile away from the Crouch Street Trolley Station, residents have access to high-quality public transit that connects them to clinics, hospitals, the Oceanside Senior Center and other key services.

“Greenbrier Village is the first affordable housing development of its kind in North County – providing our highest level of services to every resident,” National CORE Vice President John Seymour said. “Our goal is to be a lifeline for the vulnerable communities of Oceanside. We want them to know that we’re here to help them stay safely housed.”

The development provides 50 studio apartments for residents who have experienced homelessness: 42 are for unhoused seniors and unhoused adults with disabilities, five are for unhoused veterans and three are for youths aging out of the foster care system. Nine one-bedroom apartments serve residents who were at risk of becoming homeless. One apartment is set aside for an onsite manager.

“We were proud to partner with National CORE on Greenbrier Village as we pursue our shared mission to deliver critically needed affordable housing,” SDCHC CEO Ted Miyahara said. “This incredible development is only the tip of the iceberg in terms of addressing our housing and homeless crisis, but every new community is an important step forward.”

Greenbrier Village contributes to San Diego County’s ongoing push to combat the affordable housing crisis. The 2023 San Diego County Affordable Housing Needs Report showed that 82% of extremely low-income households in San Diego spend more than half their income on housing. All residents of Greenbrier earn under 45% of the area median income.

“Oceanside is excited and proud to partner with National CORE, which has a solid reputation for building beautiful affordable housing,” Oceanside Mayor Esther Sanchez said. “Greenbrier Village is a much-needed, innovative community that delivers critical services with dignity and hope to residents who have experienced the trauma of homelessness.”

As with other new National CORE developments, Greenbrier Village is an all-electric building that combines a sophisticated energy-saving design, high-efficiency heat pump technologies and rooftop photovoltaic energy systems. It is anticipated to receive a LEED for Homes certification at the Gold level or better.

Greenbrier Village features a spacious community center for resident activities, private offices for case management services, an outdoor terrace, a community garden and laundry facilities.

“Greenbrier Village is more than just housing; it’s a lifeline for our most vulnerable residents,” said Jim Desmond, San Diego County’s District 5 supervisor. “By combining stable homes with essential support services, we’re helping individuals rebuild their lives and stay rooted in our community.”

The Hope through Housing Foundation, along with Interfaith Community Services, San Diego County Behavioral Health Services and the U.S. Department of Veterans Affairs provide onsite support services to help residents maintain housing stability.

“Greenbrier Village will be the gold standard moving forward for providing resident care services thanks to our integral community partnerships,” Hope through Housing Vice President Alyssa Cotter said. “Our case management and coordinated care services will ensure our residents flourish in their new homes.”

In addition to case management support, Hope through Housing provides residents with financial coaching, mental, physical and behavioral health programs, academic support for students, employment development and social connectedness activities. Hope through Housing also coordinates with partners and property management team members to tailor services to the unique needs of residents.

Greenbrier received financial support from the City of Oceanside, the County of San Diego, California Tax Credit Allocation Committee, Chase Bank and Hudson Housing Capital.
