National CORE is expanding its Texas-based operations with the launch of construction for two new affordable housing communities in Austin:  Bailey at Berman and Bailey at Stassney, which will cater to individuals seeking affordable high-quality housing options, as well as individuals facing high barriers to housing.

The properties mark National CORE’s first new construction residential developments in Texas, where the company operates five acquired communities in Angleton, Humble, San Antonio and Fort Worth.

The Bailey communities each represent a collaborative effort between National CORE, Diva Imaging LLC, Structure Development, the City of Austin, Austin’s Ending Community Homelessness Coalition (ECHO), the Housing Authority of the City of Austin and the Texas Department of Housing and Community Affairs.

Bailey at Stassney will be built overlooking the beautiful Williamson Creek Tributary, offering residents a serene view of nature from the comfort of their home. The community will offer 104 studio and one-bedroom apartment homes, with 26 designated for Permanent Supportive Housing – 16 of which are reserved for Veterans Affairs Supportive Housing (VASH) and 10 serving individuals referred through the Austin/Travis County Continuum of Care (CoC), led by ECHO.

Bailey at Berkman will provide 104 studio apartments, focusing on workforce housing for veterans, professionals in healthcare, hospitality and service workers as well as individuals entering the workforce. The community offers 26 apartments designated as Permanent Supportive Housing – 16 VASH apartments and 10 through the CoC. Austin ECHO is an organization that creates community-wide strategies to end homelessness. ECHO supports and drives the system connecting homeless individuals to housing programs to make sure they can access housing.

The community will provide a calm and empowering space for its residents, which will include meeting spaces and wellness areas that emphasize a series of preserved heritage trees.

“These communities reflect our commitment to expanding deeply affordable housing options for Austinites,” Austin Housing Director Deletta Dean said. “The Bailey at Berkman and Bailey at Stassney communities will help ensure that our most vulnerable neighbors have a stable foundation and a path forward with access to housing and support services.”

The City of Austin contributed $5.6 million to the construction of Bailey at Stassney and $5.5 million to the construction of Bailey at Berkman. Additionally, the city also gave $2.25 million to both properties to fund on-site resident services, which will be free to all residents.

City of Austin Council Member José Velásquez and Mayor Pro Tem José ‘Chito’ Vela said the communities are a major step in the right direction for affordable housing in Austin. Velásquez’s district, which contains East and South Austin, will be home to Bailey at Stassney.

“I’m proud to have had the opportunity to partner with National CORE to bring needed, deeply affordable housing to District 3 and I’m encouraged by the level of thought and design that has gone into making the Bailey at Stassney a safe and supportive place for people to live,” said Velásquez. “The development’s positioning on an excellent public transit corridor also enables residents to access the wider opportunities and resources Austin has to offer.”

The Bailey at Berkman will be in Vela’s district, which spans north central and northeast Austin.

“Creating safe, stable housing for individuals and families experiencing homelessness is essential to building a healthier and more compassionate Austin,” Vela said. “I’m proud to see this critical resource coming to District 4, bringing deeply affordable, service-enriched housing that will help our neighbors move toward long-term stability.”

Both communities will be in the heart of a thriving neighborhood – with options for transit stations, grocery stores, retail stores, restaurants, parks and public schools. These features were curated to make both the Bailey at Stassney and Bailey at Berkman fit into their respective communities.

These developments move us closer to a system where every Austinite has a place to call home.”

Sallie Burchett, manager of Diva Imaging LLC and co-developer of both communities, said she is looking forward to the stability that both communities will bring to their respective areas.

Both communities will also emphasize sustainability, with energy-efficient designs that will meet Austin Energy Green Building standards. Bailey at Stassney and Bailey at Berkman will be constructed to meet the Austin Energy Green Building (AEGB) standards as part of the City of Austin’s Affordability Unlocked program and SMART Housing certification process, ensuring sustainable and energy-efficient design.

Financing for both communities was made possible by Red Stone Equity Partners, Citi Community Capital, the City of Austin, the City of Austin Homeless Strategies & Operations and project-based vouchers and Veterans Affairs Supportive Housing.

Deputy Chief Investment Officer Matt Grosz of Red Stone Equity Partners, which provided $30.6 million of tax equity, said he and his organization were thrilled to partner with National CORE to provide affordable housing to those in need.

“Once complete, Bailey at Berkman and Bailey at Stassney will provide new, safe and secure housing for 208 of the City of Austin’s most vulnerable residents,” Grosz said. “The Bailey developments are a great example of how affordable housing can be delivered cost efficiently without sacrificing on quality.
