Leaders, partners and residents came together today to celebrate $3 million in new funding secured by Congressman Pete Aguilar for Arrowhead Grove, National CORE’s long-term effort to transform an aging public housing community in San Bernardino.

The event featured remarks from Hope through Housing Executive Director Alyssa Cotter, San Bernardino Mayor Helen Tran, Supervisor Joe Baca Jr., Housing Authority of the County of San Bernardino Deputy Executive Director Rishad Mitha and a resident of the community.

“In Congress, one of my top priorities is to lower the cost of housing so that people who want to live, work and raise a family here in the Inland Empire can do so,” Aguilar said. “Arrowhead Grove will give hundreds of San Bernardino residents an affordable place to call home and improve the quality of life for the broader community. Developments like this offer more than just a roof over people’s heads – they give Inland Empire residents hope, opportunity and a chance for a brighter future.”

Arrowhead Grove is transforming the 38-acre public housing development, formerly known as Waterman Gardens, into a modern community. Previous phases – Valencia Vista (2016), Olive Meadow (2017) and Crestview Terrace (2021) – already have delivered more than 300 high-quality homes.

The latest phase, Alder Square, broke ground in 2025 and will deliver 92 high-quality apartment homes to families and individuals in need of affordable housing. Alder Square will continue the San Bernardino’s community emphasis with amenities such as a swimming pool, picnic area, children’s play area, pedestrian walking paths, drought-tolerant landscaping and community spaces.
