Courtney Richard, National CORE’s senior vice president of property management, has been named to Affordable Housing Finance Magazine’s prestigious Young Leaders list, which recognizes rising stars under 40 in affordable housing development, management or finance.

Richard, who joined National CORE in 2012, oversees property management for about 110 properties with 11,000 apartments in California, Texas and Florida. Richard’s team directly manages 9,300 of those apartments.

Since assuming the senior vice president role in May 2024, Courtney repositioned the department to achieve dramatic growth.  Under her guidance, National CORE began managing properties for other owners of affordable housing communities. Within the first year of commencing third party management of properties, Courtney added nearly 80 properties with about 5,500 apartments, growing her team from 300 to more than 425 members.

“The work that Courtney has accomplished in her role has been nothing short of extraordinary,” National CORE President Michael Ruane said. “Her professionalism makes her a trusted leader, but the empathy and care that she shows our residents is why she is truly the future of affordable housing.”

In her previous role, as vice president of property management, she established an in-house relocation service for communities that need to move residents during construction projects – a service now marketed to other housing developers. Together, her innovations are diversifying revenue to support National CORE housing development and expanding National CORE’s reach.

Richard also has created strike teams that deliver targeted support for management and maintenance, enhancing customer satisfaction, and headed a resident-focused water conservation effort that significantly reduced water use.

“We have long known that Courtney is a rising star at National CORE. She is emblematic of the dynamic and driven group of leaders that are pushing boundaries within the affordable housing sector,” said Robert Diaz, National CORE’s executive vice president. “She has quickly become a proven and respected leader within our industry and is always looking for new ways to elevate property management and strengthen National CORE’s mission to transform lives and communities.”

Richard graduated from Cal State San Bernardino with a Bachelor of Science in business administration and holds multiple certifications, including RAD project-based vouchers, rental assistance certification and tax credit specialist.

“It is such an unbelievable honor to be on Affordable Housing Finance Magazine’s Young Leaders list,” Richard said. “I credit National CORE with supporting my efforts to innovate. In the affordable housing industry, this means making sure our residents have access to safe, well-managed and beautiful affordable housing.”

Richard, along with the AHF’s 2025 Hall of Fame inductees and seven other Young Leaders, will be recognized during AHF Live, held Nov. 17-19 at the Hyatt Regency Chicago.
