The One San Pedro Collaborative – composed of National CORE, Century Housing, the Richman Group and the Housing Authority of the City of Los Angeles (HACLA) – launched construction of the 327 Harbor Apartments, a beautiful housing community in the heart of San Pedro, on Feb. 10.

National CORE, the lead developer for 327 Harbor Apartments, welcomed community leaders, elected officials and dignitaries to the groundbreaking, showcasing how the development will provide 47 apartment homes at San Pedro undergoes a massive revitalization.

The 327 Harbor Apartments is the first off-site phase of community serving the redevelopment of Rancho San Pedro, an aging 1940s era public housing site, into One San Pedro, a modern mixed-income, mixed-use community. One San Pedro will feature a variety of housing types, community parks, neighborhood serving retail stores and improved pedestrian and bicycle mobility.

“National CORE is proud to be part of this initiative to create one of Southern California’s most extraordinary communities,” Chief Development Officer Alexa Washburn said. “One San Pedro will be a haven, creating a robust and rich environment with affordable housing and the highest level of amenities.”

The 327 Harbor Apartments will provide 12 one-bedroom, 23 two-bedroom and 12 three-bedroom apartments for families and individuals earning between 30% and 80% of the area median income (AMI).

“This groundbreaking not only puts us on a path of much-needed affordable housing to address our housing crisis but also sets the foundation for a strong, inclusive development where families can thrive,” City of Los Angeles Councilmember Tim McOsker said. “I am proud of our local community for its consistent support of this project, and grateful for the One San Pedro Collaborative, which is advancing a future that prioritizes opportunity, equity, and sustainability for all its residents.”

The 327 Harbor Apartments will contribute to Los Angeles County’s ongoing push to combat the affordable housing crisis. Across the region, home prices are a whopping 10 times average income, according to a report from the Harvard Joint Center for Housing Studies. Renters need about three times the minimum wage to afford the average monthly rent of $2,498, according to the county’s Affordable Housing Needs Report.

“We are taking a foundational first step to build more homes affordable to the San Pedro community while also improving the quality of life for Angelenos,” HACLA President & CEO Lourdes Castro Ramírez said. “Once the full redevelopment of Rancho San Pedro is complete, it will be a signature destination on the harbor, with vibrant mixed-use spaces that includes retail shops, dining, and pedestrian friendly amenities. This is the vision the community created and HACLA is proud to be part of One San Pedro community — as we work together to expand housing options, strengthen the local economy and create more jobs that will help families prosper.”

The 327 Harbor Apartments will be all-electric, designed with sustainable, energy-efficient materials and tools, including solar panels, to reduce impact on the environment, benefit resident health and reduce utility costs. It is expected to achieve LEED Gold certification. Amenities will include a community room, landscaped courtyard with seating, a children’s play area, fitness room and supportive service offices.

The property is slated for completion in 2027 as one of the newest additions to National CORE’s portfolio of developments serving Los Angeles County residents. National CORE operates 28 properties across the county, providing 2,030 affordable apartment homes.
