Beaumont, Calif. – As the region continues to grapple with soaring home prices and rents, National CORE’s Summit View Apartments – now under construction – will provide safety and stability for individuals and families who have experienced homelessness or who are at risk of becoming unhoused.

In the Inland Empire, home prices have surged to six times the typical family’s income, according to a new report from the Harvard Joint Center for Housing Studies. These rising home values have placed incredible pressure on renters, who are often one financial crisis away from losing their homes.

In 2023, Riverside County’s homeless population increased by 12% to 3,725 people, according to the county’s biannual Point in Time count.

“National CORE understands that housing is the first step to combating the surging housing and homeless crisis,” said Michael Ruane, president of National CORE. “Summit View’s 48 apartments will not only provide residents with a beautiful place to live but will ensure that they stay housed so that they can continue to flourish.”

Leaders from National CORE, the City of Beaumont, Riverside County, the Riverside University Health System, Hope through Housing Foundation and their partners gathered July 24 to launch construction on the new community.

The community will exclusively serve residents who have experienced homelessness or who face the risk of becoming homeless. Eight apartments will be designated for residents with mobility needs. Five will support residents who have sensory concerns.

“Affordable housing plays an extremely crucial role in the economic well-being of our community members,” Riverside County Supervisor Yxstian Gutierrez said. “Investment in affordable housing units, such as Summit View, helps prevent homelessness and reduces poverty rates. Riverside County remains committed to providing housing options for all residents.”

Residents will enjoy a 2,080-square-foot community center that will serve as a hub for resident services and activities. The development includes a fitness center and private case management offices. Additional amenities include outdoor gathering areas with seating areas and barbecues.

“We are excited to welcome National CORE’s Summit View affordable housing community to Beaumont,” Beaumont Mayor David Fenn said. “With National CORE’s onsite resident services and property management coupled with their long-term commitment to their residents, we feel they will be able to serve our community well.

Their contributions will help to improve the housing crisis and make it possible for a few more residents to enjoy living in our beautiful ‘Elevated’ city.”

Hope through Housing will provide services and events to boost employment, social connectedness, health and wellness. The organization also will link residents to resources designed to break the cycle of generational poverty.

Riverside University Health System – Behavioral Health will provide case management services to ensure that residents who have experienced the trauma of homelessness have the tools they need to remain healthy and housed.

As with all new National CORE developments, a system of rooftop solar panels will provide energy for heating and cooling and the all-electric building will include the latest in environmentally sustainable design elements. Summit View is expected to qualify for LEED for Homes Gold Certification or better.

The development is funded in part through County of Riverside Housing and Workforce Solutions, the California Department of Housing and Community Development, Hudson Housing Capital and Chase Bank.
