Austin, Texas – National CORE, one of the nation’s leading nonprofit developers of affordable housing, will build its first new development in Texas, a 104-apartment community that will serve vulnerable populations.
The Bailey at Berkman will be a four-story, wood-frame, elevator-served building designed with comfort and safety in mind. It will join National CORE’s portfolio of more than 10,000 apartments at over 100 properties across the United States.
In Texas, the portfolio includes six communities with 971 apartments – all existing developments purchased and rehabilitated by National CORE. The Bailey at Berkman is the first community in Texas that the nonprofit will build from the ground up.

Texas offers a significant opportunity to further that goal.”
The Bailey at Berkman, located at 6405 Berkman Drive, will feature 104 studio apartments.
The Housing Authority of the City of Austin (HACA) will provide 26 vouchers for permanent support housing apartments, serving residents transitioning from homelessness or at risk of becoming homeless.
The remaining apartments will serve individuals with physical, intellectual, and/or developmental disabilities, youth aging out of foster care, individuals unable to secure permanent housing elsewhere due to various barriers and persons with special housing needs, including veterans with disabilities and those with Violence Against Women Act protections (domestic violence, dating violence, sexual assault, and stalking).
Amenities will include an indoor resident lounge, meeting rooms, resident service staff offices, laundry, business center and a secure/controlled-access reception area.
National CORE, founded in 1992, is a vertically integrated company that manages the properties it builds and owns.
The Hope through Housing Foundation, National CORE’s resident services partner, will provide a full slate of enrichment services and comprehensive services at the property. Services will include counseling, advocacy, case management, peer support, life skills, parenting support, education enhancement and disability services.
The new development also will benefit from a 9% tax credit award from the Texas Department of Housing and Community Affairs. Financing for the development is expected to be completed by mid-2025 with construction wrapping by the end of 2026.
